You can assess character with behaviour scenario questions where you create a scenario and ask the candidate to explain how they would deal with situation or what they think of the scenario. You assess based on their answers.

A personality assessment will also give you a good insight into the person’s character and possible culture fit. There are some useful free ones online or I can recommend https://www.16personalities.com/free-personality-test

For culture fit its about asking questions that explore the person’s beliefs, values, principles. You can test integrity with lack of integrity questions and scenarios. Also the “OCAI culture assessment” tool is good to assess culture fit.

I think the key is know what you need to know and assess to aid your hiring decision. But character and skill are both a requirement for a successful appointment.
